Ralph's Portfolio of Committees

Ralph has offered his service to the community through a variety of committees.

The following are a list of those committees, as well as the accomplishments achieved by each one.

Smart Tourism (Chair)

Smart Tourism is about ensuring tourism truly works for Whistler — supporting the community as much as the industry. It focuses on making sure that stakeholders benefit alongside shareholders, and that the success of tourism directly supports the people who make it possible.

 Accomplishments:

  • Lobbying the Provincial Government to allow Online Accommodation Tax revenues to be used for employee housing.
  • Directed RMI (Resort Municipality Initiative) funding toward key community‑serving upgrades, including renovations at Rainbow Park and Meadow Park.

Whistler 2020 Development Corporation (WDC) Board of Directors

The RMOW established the WDC to deliver the Whistler Athlete Village for the 2010 Winter Games and, since 2018, to lead the continued development of the Cheakamus Crossing neighbourhood.

Accomplishments:

  • Delivered 476 new employee‑restricted purchase and rental units, providing homes for more than 1,000 local residents and significantly strengthening Whistler’s workforce housing supply.
  • Partnered with RMOW to identify and prioritize future development sites across Whistler, advancing long‑term planning for additional employee housing.

Standing Committees of Council

Standing Committees are where much of the “work” of council is done.

Audit and Finance Committee (Chair)

The primary function of the Audit and Finance Standing Committee is to assist Council in fulfilling its financial oversight responsibilities. This oversight includes: 

  • Review and recommend approval of the RMOW’s annual financial statements, quarterly financial statements; the financial content of the RMOW annual report and any reports required by government or regulatory authorities.
  • Review the appropriateness of accounting policies and financial reporting practices used by the RMOW.
  • Review the Corporation’s risk management controls and policies.
  • Monitor compliance with statutory and regulatory obligations.

Accomplishments:

Council moves the Class 8 Recreation tax multiplier from 10 times to 20 times the residential tax rate, shifting the industry's tax contribution share from 3% to 5% to generate roughly $3.1 million in tax. This change moves the tax burden from local homeowners to industry.

Governance and Ethics Committee (Chair)

The Governance and Ethics Committee provides focused oversight of governance and ethical practices, strengthening Council’s performance while upholding the highest levels of public trust and confidence. This term, Council identified community engagement as one of its four strategic priorities, leading to the creation of the Community Engagement and Cultural Services Department.

Much of the Committee’s work this term has centered on increasing transparency.

Accomplishments:

  • Introduced a new procedure that allows the public to ask questions of Council at the start of every Council meeting, strengthening openness and accessibility.
  • Held public debates on Community Enrichment Program grant allocations, ensuring transparent decision‑making around community funding.
  • Improved the Committee of the Whole structure to make it more responsive, efficient, and aligned with Council’s needs.
  • Updated and refined the Council Governance Manual to reflect current best practices and strengthen governance clarity.
  • Provided oversight of key community engagement initiatives, including Add Your Voice and Engage Whistler, supporting more meaningful and inclusive public participation.
